The scr.dtl license file is automatically updated on the server.
If for some reason the client workstation fails to update its own file and it gets reset, the user won't be able to launch applications.
To resolve this issue, you can:

Restore the backup of the license file by renaming the file
scr.backtoscr.dtl. -
Disable license updates on the client workstation if the problem persists.

Copy the latest scr.dtl file into the folder
.../AWS/tomcat/albport/dtlon the server.
